The Football Supporters International network FSI has been an independent union of various fan-related organisations that have taken up football supporters interests and provided and developed “fans’ embassy” services for football supporters travelling abroad for more than 15 years.

We think that there are enough issues that need to be acted upon in modern football that time has come for supporters both in fields such as ticketing, fan culture, discrimination and policing in football, to finally speak up, loudly and clearly, and develop a powerful, influential and independent representative voice within the structures of the game!

We’ve therefore started to work towards the establishment of an international network of football supporters that could protect and represent their interests on a European level. That is why the FSI organised the 1st European Football Fans’ Congress was held in London, on July 6th 2008.

More than 250 from 28 different countries had registered for the event that resulted in very lively debates and substantial suggestions for a future agenda of the network as well as in the presentation of an interims-committee. This steering committee, consisting of fans' representatives from 8 different European countries and the FSI Coordination is now in charge of organising the next conference, further developing the network and work out a constitution which should  serve as the basis for the democratic organisation of the network at the next events.

1st European Football Fans' Congress proved great success

 Fans kick of a European Fans' Network 

Football fans from 28 countries, from Norway to Israel, Ukraine to Portugal, have launched a European Football Fans’ Network, to be known as Football Supporters International (FSI).

More than 250 fans, representing over a million supporters, registered for the inaugural European Football Fans’ Congress, which was held at the Emirates Stadium in London last weekend and supported by UEFA.

The event saw the formation of a management committee with nine different countries represented, which will develop the network, organise the next Congress and work towards establishing a constitution that can help protect and represent their interests at a Europe-wide level. Fans were also involved in workshops on topics such as fan culture, policing and repression, anti-discrimination, ticketing and club ownership. On top of that, several fringe events over the entire weekend provided opportunities for an informal get-together and networking amongst the participants.  

The congress was organised by the Football Supporters International network (FSI) who were delighted to observe lively debates taking place in the different sessions, all of them leading to impressive results for the development of joint action in the near future.

At the same time, FSI will also maintain its original field of work, organising fans’ embassies at international matches and tournaments, by establishing a semi-autonomous fans’ embassy department alongside the FSI steering committee.

Daniela Wurbs, the FSI Coordinator, said:

“This event can be considered as an overwhelming initial kick-off. Both the number of participants and the diversity of countries and groups represented exceeded our expectations. All participants at the event were highly motivated to work together for their common objectives and interests, which was clearly underlined by the comprehensive results elaborated in the workshops to define the essentials of our future agenda.

“The FSI would like to thank everyone who contributed to this highly successful event, from Arsenal FC and the staff at the Emirates, to the technicians and translators, to UEFA for their support and to the FSF as the hosts. Most importantly we thank the fans themselves, including volunteers, guest speakers and chairs. The level of effort and commitment with fans travelling hundreds, if not thousands, of miles to come and get this going were astonishing.

“This is only the beginning. We got the impression that all participants of the congress are aware of this and won’t let up regarding committing themselves and getting involved in the next steps towards the establishment of a strong voice for football fans at European level.”

 

 

ABOUT THE FSI 

The Football Supporters International (FSI) network first developed out of the collaboration of several, very different fan-related organisations in providing “fans’ embassy” advice, information and support services for football supporters at major international tournaments. The core organisations in the network, with a history of work together at European Championships and World Cups are: the German fan projects coordinated by KOS (Koordinationsstelle Fan-Projekte with the DSJ), F.A.N. / EURO SUPPORT who work with the Dutch fan projects and the national fans’ organisation SOVS, Progetto Ultra from Italy, Fanarbeit Schweiz (FaCH) from Switzerland, and from England and Wales the Football Supporters’ Federation (FSF).

At more recent tournaments, such as Euro 2004 and the 2006 World Cup in Germany, the FSI has also enjoyed the participation of fans’ embassy teams from a number of other countries, including Spain, France and the Czech Republic.

These organisations have been very different in their composition and constitution, ranging from professional fan project workers in Germany to the membership-based representative fan organisation, the FSF, in England and Wales.  Interestingly, for all the contrasts in background, all these national organisations developed very similar methods of work at international tournaments in terms of the provision of information and assistance to their respective supporter groups.

It was a natural progression from our work at tournaments (and in the case of the FSF, at all individual qualifying and friendly matches of the England and Wales teams) and from the work we had been doing in our countries of origin that we took up the interests of football supporters in domestic and club football too, building on the same principles of:

  • international goodwill,
  • anti-racism and the rejection of all other forms of discrimination,
  • the empowerment of grassroots football supporters
  • promoting a positive football supporters’ culture and an opposition to violence

Based on almost twenty years’ accumulated experience in these spheres, the FSI network has amassed great experience in the positive treatment of football supporters, and continues to operate in providing services of this nature on the international plane.

It has become increasingly clear to us however, particularly in the context of the modern game, that there is a burning need for supporters internationally to have a powerful, influential and independent representative voice within the structures of the game. As a consequence, in 2006 the FSI network took the decision to begin the process of helping to build a new, democratic and representative European supporters network.

This idea has received the enthusiastic support not only of fans groups’ representing tens of thousands of football supporters across Europe, but also from the highest administrative body in European football, UEFA itself. UEFA has given its backing – both moral and financial – to the FSI’s initiative in organising the First European Football Fans’ Congress, which was held in London on July 6th 2008.

Where the organisation goes from here, is up to you!

We think a fans’ network needs to speak up loudly and clearly on issues such as commercialisation, ticket prices, fan culture, discrimination, stadium bans, policing and stewarding etc. It needs to develop a media profile to answer the preconceptions and prejudices about football fans, and we need to play our full part in the future of the game. It’s the congress though that will discuss these issues and debate priorities – it’s your collective decision, so make sure you take part!
